TracingWallet Review Procedure

Wallet Review Procedure

workflow

Core idea

Eight steps for working a single wallet address, ending in a documented preliminary risk rating rather than a conclusion about who owns it. The procedure exists to stop the two failures that dominate wallet work: starting analysis before the network is confirmed, and finishing analysis with an ownership claim the evidence does not carry. Budget 20 to 60 minutes per wallet.

Components

  1. Verify the wallet. Confirm the address was copied accurately, identify the network, confirm the format is consistent with that network, and record the wallet under a standardised ID (W-001). If the network cannot be confirmed, suspend the analysis. Do not proceed on a guess.
  2. Establish context. Why is this wallet relevant? Record the source of the address, the date obtained, the associated complaint or intelligence, and the related evidence, subject, and victim IDs.
  3. Conduct the initial review. Record observable characteristics: first and most recent activity, current balance where visible, historical balance trend, inbound and outbound transaction counts, total volume, tokens held, contract interactions. Observations only.
  4. Review transaction activity. Look for what carries investigative significance: large transfers, rapid movement, repeated transfers, self-transfers, dust, consolidation, distribution, cross-chain activity, dApp interaction, bridge interaction. Flag what needs a second look.
  5. Review counterparties. Identify the significant ones: known services, exchanges and VASPs, DeFi protocols, payment processors, contracts, NFT marketplaces, and other wallets already in the case.
  6. Assess potential risk indicators. Sanctioned-entity interaction, exposure to known illicit infrastructure, mixer exposure, high-volume rapid transfers, structuring behaviour, privacy-enhancing patterns, chain hopping, newly created wallets used immediately before large transfers. One or more indicators does not establish illicit activity.
  7. Document findings. Facts observed, supporting evidence, investigative leads, outstanding questions, recommended follow-up. Keep observed fact separate from assessment.
  8. Assign a preliminary risk rating. Low, Moderate, Elevated, High, or Critical, with the rationale recorded. Revisit it when new information arrives.

Documentation standard per wallet: wallet ID, network, source of the address, date reviewed, investigator, explorer or explorers used, related evidence IDs, related transaction IDs, supporting screenshots or exports, and the outstanding investigative questions.

When to use

After preservation is complete and one or more addresses have been identified for review. It is the per-address unit of work that feeds a trace, not a substitute for one.

Avoid when

Public chain data does not identify who controls an address, and this procedure does not attempt to. The pitfalls: assuming ownership from activity, reviewing only recent transactions and missing the history, ignoring contract and dApp interactions, leaving limitations undocumented, and recording conclusions the evidence does not support. A wallet is an investigative lead, not a suspect.

Example

An address supplied by a victim is confirmed on Base rather than Ethereum at step 1, which changes the explorer. Step 3 shows first activity three days before the victim’s transfer and no prior history, which is a fresh-wallet observation worth recording. Step 5 shows the only significant counterparty is a single downstream address. Step 6 notes the fresh-wallet-before-large-transfer indicator. Step 8 rates it Elevated on flow shape and wallet age, with the rationale that no attribution has been attempted yet.
