Exchange Tiers and the Escalation Clock

tactic

Core idea

Not every exchange responds to the same pressure. Sort the target by how regulated it is, then match the approach to the tier and put a clock on the escalation, because a freeze request with no escalation trigger just sits in a queue while the funds move.

Components

Tier the exchange first:

  • Tier 1, regulated major. Formal legal process works. Bring a court order and a suspicious activity filing.
  • Tier 2, regulated regional. Direct compliance contact backed by legal process. Bring a freeze declaration and the chain analysis.
  • Tier 3, limited regulation. Heightened pressure through several channels at once. Bring an expanded evidence package, and consider a media strategy.
  • Non-compliant, jurisdiction-evading. Formal process alone will not land. Escalate to regulators and apply indirect pressure through banking and infrastructure partners, with enforcement referrals and public exposure as the levers.

Send everything at once, not in sequence:

  1. Contact the compliance team directly.
  2. Submit simultaneously: the formal freeze request letter, the evidence package with the transaction tracing, any court orders already obtained, and law enforcement contact details.

Then run the clock:

  • No response after 4 hours, escalate to legal counsel.
  • No response after 12 hours, notify the regulator.

Finding the exchange in the first place: watch for movement toward known deposit addresses, read gas fee and withdrawal patterns for an exchange footprint, look for exchange-specific token patterns in the flow, and watch the mempool for pending transactions to exchange wallets.

When to use

The moment traced funds reach or approach a centralised venue and a freeze is still possible.

Avoid when

Do not open with public exposure or media pressure against a Tier 1 or Tier 2 venue. It burns a working relationship you will need on the next case, and those tiers respond to process anyway. Save it for the venues where nothing else reaches.

Example

Funds land at a regional exchange. Compliance gets the full package at 10:00. Nothing back by 14:00, so counsel takes over the thread. Still nothing by 22:00, so the licensing regulator is notified, which is usually the message the compliance team actually answers.
